Why is it easier to kill legislation rather than pass it?

Why is it easier to kill legislation rather than pass it?|||To pass it you need to have an up or down vote, to kill it all you have to do is not vote on it.|||The committee chair or chamber leadership can kill it just by ignoring it.


A bill will never even be voted on unless the leadership permits it.





And THEN it has to get a majority of votes.
