Experts only: what countries have legislation that regulates participation of public in budget process?

Our Parliament (Kyrgyzstan) initiates developing of legislation that regulates participation of public in developing budget at different state levels, monitoring of government spendings and government's accountability. Please provide information on legislation that is effective in any country for the best of your knowledge. Interested in experience of other countries.|||US allows only the Congressmen to deliberate on appropriation of budget.
