Does anyone know what percentage of Emergency Legislation gets taken off of law once the emergency is over?

In Other words, when the government produces emergency legislation that increases spending and programs, do those programs typically get signed into permanent law or indefinitely expanded?





How many of Roosevelt's emergency programs are still around today for instance.





We all know Bush's patriot act would be a big example of emergency legislation that was to expire but is now permanent...|||If it involves spending and the politicians can get it passed, they will.
